Cheat engine 5.5 

uTorrent (Other torrenters have not been tested)

Step 1.
Get your torrent downloading.

You will now see your download speed, take a note of that.

Step 2.
Open cheat engine;
And do as this screenshot directs:

Scroll down to the bottom and find your uTorrent application

Click 'Enable speed hack' Now change the number too '0.1' Then click apply!
